The New York Health Purchasing Alliance is a subsidiary of NYBGH. With partnership assistance from New York City, the Alliance developed and launched HealthPass to increase Access to health insurance by small businesses. HealthPass aims to increase health coverage among small businesses and their employees, especially those previously uninsured, through an employee-choice model. When they offer health insurance at all, small employers typically provide a single plan. In contrast, HealthPass offers 26 healthcare options plus dental, long term disability, life insurance and accidental death and dismemberment coverage. Employees choose from the full range of options and, since premium costs differ for each option, they are able select a plan they can afford.

The New York State Health Accountability Foundation (HAF) is a public-private partnership dedicated to promoting transparency in the health care system and providing employers and consumers with reliable, independent information on health care cost and quality.
Founded in 1998, and funded by New York State grants, the Health Accountability Foundation
- publishes standardized performance data on health plans, hospitals, nursing homes and physicians
- promotes value-based health care purchasing by encouraging payers and others to reward quality and efficiency
- helps providers improve by benchmarking their performance against others and providing best practices information
- helps patients make informed choices about their care.
