With partnership assistance from New York City, NYBGH founded The New York Health Purchasing Alliance. In 2000, the Alliance launched HealthPass to help address the needs of uninsured workers.

HealthPass aims to increase health coverage among small businesses and their employees, especially those previously uninsured, through an employee-choice model. When they offer health insurance at all, small employers typically provide a single plan. In contrast, HealthPass offers 26 healthcare options plus dental, long term disability, life insurance and accidental death and dismemberment coverage. Employees choose from the full range of options and, since premium costs differ for each option, they are able select a plan they can afford.

Initially available only in the five boroughs of New York City, today HealthPass coverage extends to businesses located on Long Island and in other downstate counties.

HealthPass currently insures more than 11,000 members across the tri-state area, 60% of whom were not previously insured.

NYBGH recognizes that access to healthcare, especially for small business can be just as important as the quality and affordability of that care.
